Professor Kevin Chung has been the Director of the University’s Centre for Child and Family Science since 2016. https://eduhkccfs.eduhk.hk/. Under Kevin’s directorship, CCFS has devoted great effort to enhance its position in ECE-related sectors and the community as a leading-edge knowledge centre for child development and family wellbeing. It provides applicable research outputs, knowledge, and services that support and applaud the relationship between the child, family, school, and community. CCFS is a thriving hub for research and innovation that supports researchers and practitioners working with and studying children and families in various contexts to address their needs.
Professor Chung was the Head of the Department of Early Childhood Education (July 2014-December 2019) and the Head of the Department of Special Education and Counselling (July 2011-June 2014) at The Education University of Hong Kong (EdUHK). He previously served as an Associate Dean (Research) from 2008 to 2010 at the Faculty of Education Studies and as a Coordinator, Key Research Area: Learning and Assessment at the Hong Kong Institution of Education (retitled as The Education University of Hong Kong). Before joining the Institute, he was an Assistant Professor and Program Director of the Master of Education (Special and Inclusive Education), Faculty of Education at the University of Hong Kong.
Professor Chung is an educator, psychologist, and economist. He has published more than 220 research papers on dyslexia and other learning disabilities, reading acquisition and impairment, cognitive-social-emotional development, family relationships, psychological well-being and health, and teacher and inclusive education. As a principal investigator, Professor Chung has received about HK$320 million (US$ 41 million) in funding for projects from government agencies, a charitable trust, and private foundations. He has been recognised in Stanford University's list of the Top 2% of Scientists Worldwide for both career-long citation impact (2024, 2025) and single-year citation impact (2019, 2020, 2023, 2024, 2025) in Education. Kevin is also ranked in the top 1% globally by Scholar GPS in Social Science, Human Development and Family Studies, Dyslexia and Learning Disabilities.
Professor Chung received the President’s Award for Outstanding Performance in Research (Research Excellent Award) and the President’s Award for Outstanding Performance in Knowledge Transfer (Team Award) in 2018 and 2021, respectively. He was awarded an Honorary Fellowship (Research) in Educational Psychology from the Division of Educational Psychology, The Hong Kong Psychological Society in 2024.
Professor Chung developed more than 20 standardised assessment tests for psychologists and teachers to identify children and adolescents with dyslexia in Chinese and English. He also developed over 40 Chinese and English literacy curricula and resources to enhance kindergarten and primary school students’ language and literacy competence. These assessment batteries, curricula, and resources are widely used in Hong Kong, China.
He co-developed a screening tool called the Chinese Inventory of Children’s Socioemotional Competence with an EdUHK scholar, which won a Silver Medal and an International Special Award at the 2021 International Invention Innovation Competition in Canada 2021 and a Gold Medal at the 2021 International Innovation and Invention Competition. He also contributed to developing and implementing 3Es: the Early Prevention, Early Identification, and Early Intervention Program, which is a tiered, school-based curriculum targeting the socioemotional skills of kindergarten children. Since 2021, the 3Es have been widely used in kindergartens and supported by the Education Bureau in Hong Kong.
Professor Chung serves as the President of the Association for Reading and Writing in Asia and is the Chairperson of the Steering Committee of the Programme for International Student Assessment Project 2021 and 2025 in Hong Kong. He is a Specialist of the Hong Kong Council for Accreditation of Academic and Vocational Qualifications and a Research Grants Council (RGC) member of the Humanities and Social Sciences Panel (General Research Fund) and Other Funding Schemes for Individual Research. Professor Chung also offers advice to government departments, higher education institutions, and NGOs, both regionally and internationally.
Professor Chung developed and implemented 13 academic programs: MA in Educational Counselling, MSc in Educational Speech-Language Pathology and Learning Disabilities, MA in Child and Family Education, MA in Teaching (Specialization: Early Childhood Education and Family Studies), two 4-year top-up BEd in ECE (Hons), PGDE (ECE), Diploma (ECE) and five Professional Development Programs (PDP). He redeveloped and implemented HD (ECE) with 7 SEN courses, an English stream, and a 3-year top-up BEd in ECE (Hons) with an English stream. All HD graduates are qualified to work in special care centres. He also raised funds from private foundations to set up student scholarships and prizes for different academic programs.
